OBJECTIVE
The Fleet Manager will play a strategic role Case Western Reserve University’s sustainability goal of the reduction of greenhouse gas emissions in keeping with the President’s Climate Commitment. Working under general direction, develop, organize, supervise, and manage the Fleet Services Division portfolio of services. The Manager’s role includes supporting all business within Fleet Services including Operations, Finance, Purchasing, Dispatch, and Surplus. The fleet manager is the appointed buyer for all fleet-related purchases. The fleet manager will expand the use of clean-fuel vehicles to meet the president’s climate commitment; ensure that Fleet & Transit's business profile, processes, and level-of-service is consistent with campus needs; and implement state-of-the-art telematics and customer communications tools in support of transit operations, vehicle maintenance, and fleet operations.
ESSENTIAL FUNCTIONS
- Develop and implement strategies, policies, and procedures to advance Fleet services and customer value across the university including services to meet customer needs to include the purchase, maintenance, inventory, and disposal of university vehicles. Utilize knowledge of technology trends and remain up to date on the strategic vision of the university as it relates to fleet management needs. (15%)
- Develop, implement, and execute sourcing and procurement strategy. Establish and monitor purchasing, operational, and replacement strategies and practices for most cost-effective operation to provide transparency and traceability of supplier and design impacts to overall Fleet health and operating costs. Create vehicle purchase specifications and purchase vehicles for all university departments. Review contractual terms and conditions to ensure CWRU terms are met. Participate in term negotiations and discussions with general counsel, contracts manager and vendor. Develop and administer vehicle/equipment asset management processes from procurement to disposition. Serve as the appointed buyer for purchasing university vehicles. (15%)
- Define and own key operational metrics that drive continuous improvement across Fleet Operations that enables responsiveness to demand while keeping long-term university plans in mind. (10%)
- Develop, implement, and oversee the on campus fueling stations. Reduce the fleet’s carbon footprint and environmental impact. (10%)
- Communicate key strategies and savings projections to university business directors, faculty, and senior management. Established key performance indicators for all sections of fleet management, performed detailed analyses on their results, and implemented improvement plans based on the data obtained. (10%)
- Maintain all documentation in compliance with “best practices” and Internal Audit procedures of quotes, vendor profiles, cost savings documentation, receipts, reports, etc. Continuously manage priorities effectively, focusing on efficient work results. Ensure priorities are handled effectively by modifying plans and actions, as needed, in area of responsibility. (10%)
- Determine whether a vehicle meets environmental standards, whether a vehicle should be assigned to better meet the needs of the university, whether a vehicle should be purchased, accepted as a donation, or disposed of. (10%)
- Manage the maintenance schedule all university vehicles. Maintain log and reports for preventative maintenance program and records of mechanical work performed. Maintain invoice and maintenance records and performs routine cost analysis. (10%)
- Ensure unit compliance with all federal, state, and local laws and regulations concerning inspection, registrations and license requirements that are subject to yearly state audits. (10%)

QUALIFICATIONS
Education/Experience: Bachelor’s degree and 3 to 5 years of experience, OR High School Education and 7 years of experience.

Must be able to meet deadlines, be able to effectively prioritize tasks and be detail oriented.
- Excellent customer service-oriented manner required.
- Ability to interact with colleagues, supervisors, and customers face to face.
- Strong PC skills; must be proficient in Microsoft Excel; computer spreadsheet and word processing skills required.
